Information for Neighborhoods

If your property does not have access to an existing water main, Indianapolis Water will run a water main to your neighborhood if at least 50 percent of the neighborhood residents agree to share the cost of the water main over a period of up to 20 years, and if funds are available to pay the upfront installation costs. This is called the Area Rate Main (ARM) Extension program.

Under the ARM Extension program, residents interested in receiving water complete a Water Availability & Area Rate Main (ARM) Extension Inquiry Form.

This form provides Indianapolis Water with important information about the neighborhood and prompts Indianapolis Water to generate an estimated cost in providing water service to your neighborhood.

ARM Extension Cost

To calculate an individual's cost for water service, Indianapolis Water divides the main extension cost by the number of customers in the area and divides the resulting remainder by 240 months. For example, if it costs $240,000 to provide water service to 25 customers, each customer would pay approximately $40 per month for 20 years.

The monthly payment for the ARM Extension is placed on customers' monthly water bills. With the ARM Extension program, customers get an interest-free loan to pay the cost of the main extension. If new customers connect to the water main after this process, they would pay a subsequent connection fee, and the payoff period for the original customers is reduced. Additional customers tying into the main allow the total cost of installation to be paid off sooner. If ownership of the property changes, then the obligation to repay the loan stays with the property. Once the original amount is paid off, customers no longer make any payments for the ARM extension.

Petitioning Your Neighborhood

Indianapolis Water will calculate and estimate the cost of an ARM Extension. Then Indianapolis Water will ask residents to petition neighbors to sign an agreement. The installation process will begin after Indianapolis Water approves the project and 50 percent or more of area's residents agree to receive and pay for water service. A neighborhood typically receives water within two to four months.
